A little room to think
One clearer reading question.
An observation describes what was recorded. A recommendation adds a judgment about what should follow. To examine that extra step, separate the description from the goal it is meant to serve. Even a well supported observation would not choose someone's priorities for them. A recommendation needs a reason why the proposed choice fits those priorities, including any competing aims. Underline the point where the wording moves from describing to advising. Then ask what reasoning supports that move. This makes the recommendation easier to examine without dismissing the observation behind it.
